How do I make this badass motherfucker viable?
it seems like he's got a lot of decent moves but nothing really stands out as being that impressive, not to mention his terrible base speed. Should I invest in speed at all or try to make him bulky? It looks like he's got pretty okay defenses...

You definitely don't want to invest in speed if you aren't going to run a scarfed set. I'm sorry but base 55 is not enough speed. If you do end up with a scarfed set. If you do need speed on your team this set might work as well.

Ability: Reckless/Sap Sipper
EVs: 252 Atk / 252 Spd / 4 SDef
Jolly Nature
- Head Charge
- Earthquake
- Superpower
- Megahorn/Stone Edge

Wish support would be an ideal teammate, as Bouffalant is fairly bulky and can switch in on many hits and it's health is easily depleted due to it's signature move.

Also, note that you should use sap sipper over reckless if you have a water weakness to your team, but it can also be used situationally otherwise.
