I have this feeling that PokeBank won't be available until the start of the next VGC. My reasons:

First, The hack checker wasn't that great and a few hacks got through. They may want to tighten up the check a bit, but honestly people will always find a way around it. As long as completely illegal combinations don't get through, I don't have a problem with it.

Second, the current VGC only allows the use of Pokemon caught in the Kalos region. They may feel there is no need to rush the release of Bank because of this since they probably won't allow the rest of the Pokedex into tournaments until next year.

Finally, and this is debatable, but if a bunch of people got on at once again and crashed the servers again, they might receive some complaints from the third parties using the shop right now. So they're going to pick a time when there are fewer sales and game releases taking place in the shop. And that may not be for quite a while.

It shouldn't take that long. But last reason makes sense. Bravely Default is coming out soon, they might wait until that is done before releasing Pokebank.

They specifically said that PokeBank pokemon will not be allowed in the VGCs.
In addition, they also stated that breeded pokemon from PokeBank pokemon are legal this year.
Watch the VGC 2014 champ being some jackshit with Dark Void Moody Smeargle.

From what I understood, I thought it was just this years VGC. Not next years, but I could be wrong. And yeah, you can breed Pokemon from Pokebank - assuming we get it.
