A massive solar flare hit the Earth in 2054. Unable to restore electricity, the government of the regions of Kanto and Johto gathered whatever they could in the form of armament and highly-trained Pokemon and stored them away on a warehouse of its own, before decreeing martial law due to violent attacks on towns that were not prepared to defend themselves by biker gangs and constant looting on part of less fortunate citizens. It was then declared that the Government would distribute supplies according to the necessities of each citizen but in turn, they would be banned from having Pokemon, seeing that high-leveled Pokemon would constitute yet another threat to the then frail rule. Feeling as if they were living under Fascism, a group of rebels who called themselves "T-partiers" banded together and stole a nuclear warhead from the Government. With a Machiavellian philosophy of "the ends justify the means", they threatened to launch a nuclear attack on Kanto if the Government did not lift their strict laws and let citizens be. It was then that the Government prepared for war against the rebels. The people in power didn't want to lose their positions. Some of the higher-ups believed in what they were doing, but most of them just had a craving for power. The Government lied to the rebels and covertly sent a special operations troops to capture the leader of the rebels in Johto, the only one who had access to the warhead. The ingenuity of Paul, the leader of the rebels, allowed him to foresee the attack and decided to bring the power-hungry Government down with him and Kanto so he ordered his troops to launch the warhead on the disabled Kanto Power Plant. The attack caused the death of roughly 200.000 people and Pokemon and many were injured. In the confusion that ensued, some of the Government officials fled to Unova and others were unable to contain the remnant of the now-disbanded rebels. The two regions effectively became a no man's land.
