He's referring to the IVs spread.
RNG is a pretty common practise among top players, and they don't see it as cheating.

They're legendaries (can't be bred) and they have 5 perfect IVs. One could argue that he soft-resetted for them, which could theoretically take hundreds if not thousands of hours, but it's much more likely they're hackmons.

The game had to be hacked for you to be able to RNG, it's not something you can do without a third party tool which is why some regard it as cheating.

Actually, it had to be in order for users to know all of the variables. While they are only using a program to make sure they're doing what they need to, but they underlying process required data mining and RAM analysis.

Straight from the VGC rulebook. This says that Pokegen, Action Replay, etc. are cheating.

RNG manipulation isn't.

Unless the ranges were officially printed somewhere, technically it is. The judge in game accomplishes the same thing, just not as accurate.

I'm not saying you shouldn't use them, or that RNG Abuse isn't technically legit, just saying that >>17227973
was technically correct.

The only people who would know what variables affect the RNG without hacking and data-mining are the developers.

First of all, it doesn't actually matter how far you can go using only observation and math, because that's not what has been done. Second, math is not sufficient for the knowledge that has been gathered about the games, and especially not suffcient for RNG absuing.

Yeah, even IV calculators don't work without a bit of hacking. The game doesn't tell us about the IV range, it doesn't even tell us about the definite stat range or base stats. You can gather a lot of statistical evidence and come to a certain conclusion with some certainty, but cannot make definite statements. There is a lot of stuff you cannot know.
