I can agree with you on Dragonite's shiny being worse, but it is justifiable, since the normal coloration changes upon evolving, the shiny changes too. But in poliwrath's case, the whole family is blue with cyan shinies, only having poliwrath's shiny as green.

I always get the feeling that it was supposed to be the other way around at first.

Like, when they already finished the sprites someone just said 'Shouldn't it have a darker color as a ghost type?'.
So they just switched the shiny and the original colors.

makes more sense considering Poliwag to Poliwhirl essentially completes the poliwog to frog metamorphosis. The idea of the -tono in Nyorotono alluding to a literal frog prince/king just feels so much more appropriate to me.
