Why not have stealth rocks be layered twice? The first layer does a set 12.5% damage and the second layer will apply the original effect of stealth rock. This may allow more strategy with the use of rocks depending on if you want to hurt fighting types or anything that resisted the original stealth rocks with one layer or give that up and apply a second layer to do the extra damage to fire, flying, etc.
