I think you might be confusing Swapnote/Letterbox with Flipnote Hatena.

Some Japanese pedos used Swapnote to get to a little girl, they were discovered and Nintendo decided to stop offering the Spotpass service. People say Flipnote 3D got the same treatment since there haven't been any recent news on it (it's already out in Japan though).
