There's been quite a few changes to smogon tiers since that image was made.

Keldeo, Celebi, Deoxys-D, Bisharp, Latias, and Deoxys-S have all dropped to UU/Limbo A.

Cloyster, Forretress, Jirachi, Salamence, Smeargle, Sylveon, Tentacruel, and Terrakion are all in OU now.

the only time its ever serious is when people use OU pokemon that have no synergy with each other an expect to win, an example would be someone blindly using rotom-W, genesect, m-lucario and talonflame simply because they are in the top rating

Pokémon in the beginning was about collecting, then battling.

Basically all first stage mons and most of middle stage are just discarded from the play. Just count the fully evolved Pokémon and a few more and there is your pool.

50~ Pokémon considering that is roughly a 25% if you don't count Box Legendaries and Officially Banned things.

Ninjask was NU ranked but saw usage all the way up to Ubers in Gen V meta. It's now outclassed by Scolipede but just because a Pokemon is ranked in a different tier doesn't make it not viable in OU.

What's so great about Conkeldurr? Any special attacker faster than it, which is a lot of Pokes, would be to take it out in one hit. It's bulk is terrible that doesn't include using his defense.

The goal of Assault Vest is to ensure it can survive another turn or two, and if the opponent has to spend a turn using Knock Off (which is Dark-type and won't hurt Conkeldurr much), mission accomplished.

Smogonfag here. On Conkeldurr, when utilizing the Assault Vest, you need to have him trained exactly 104 Effort Values in Hitpoints. This puts him at 377 HP, so when coupled with 88 Effort Values in Defense, he is able to survive a specific array of super-effective attacks. It is best to max out his attack but use a +Defense -Speed nature (that's Relaxed for you /vp/ users) to achieve these stat benchmarks. The rest of the Effort Values can be trained in Speed to allow him to outspeed threats such as Mawile, Azumarill, and Chansey.

In conclusion:
104 HP / 252 Atk / 88 Def / 64 Spe
Relaxed Nature
