It's the Lysandre Machine. It was built to drain the energy back from the legendary pokemon. No idea why they felt the need to not mention it in-game.

I assumed it was some kind of analyzer (battleanalyzerlolololol) or something to somehow draw in energy to power his artificial megastone or something. I dunno.

Frankly I was more bothered by the fact that in the span of probably five minutes in-game time you battled him once with a Mienfoo, and then a second time with a Mienshao. Somehow this Mienfoo gained like seven levels in 5 minutes inside the Team Flare base and evolved. I think there was some sort of rare candy shit going on there. Lysandre was juicing, and it wasn't just the fake megastone.

I think it should have been revealed (at least to the characters, as it was pretty obvious to everyone playing) that he was the leader of Team Flare, much earlier, and he should have been encountered a time or two alongside the bimbo squad. Then a battle at the beginning of Flare HQ, with a triumphant return using mega-evolution right at the end. Better story flow, and it would make sense that after he was beaten so many times, and then again so close to completing his plan that he'd be desperate and willing to break out the big guns. But this is gamefreak. They set up great potential for stories and then knock them on their face.

I hope in Z (x2/y2) we get more trainers w/ Mega evolutions.

Every Gym Leader past Korrina should have had one, and every E4 member should have had one as well, with a few single Pokemon trainers have them as well.
