This. It will probably come out sometime after Bravely Default.

My guess is that Nintendo got some complaints from 3rd parties who had their software on there. And so they decided to delay bank until the major releases were through.

bullshit, nintendo's definately going to release it this month, not by mid February. They're gonna have some typical iwata-kun apology presentation in a nintendo direct in about a week (give or take a few days) and pokemon bank will be released shortly afterwards.
