is it possible to pass B2/W2 move tutor moves down through breeding? I guess a better way to ask is: can they pass like egg moves?

I ask this because I want a speed boost scolipede with aqua tail and iron tail but they're move tutor moves for gen V and speed boost scolipede is gen VI only. am I shit out of luck here
