The highest-numbered Pokemon that can do this is Giratina, reaching a massive 487 HP.
The lowest numbered Pokemon that cannot do this is Ralts, number 280, whose maximum HP is 260.
Interestingly enough, Kirlia also cannot do this, its maximum HP reaching 280, just one shy of Kirlia's Pokedex number of 281.
The Pokemon that exceeds its dex number with its max HP by the largest amount is Chansey, capable of having 704 HP, 591 points over its dex number of 113.
