Gliscor is kind of a jack-of-all-trades kind of guy, and stalling just happens to be his best and most useful kit, kind of like how U-turning is Landorus-T's. They both, at the core of it all, though, are defensive pivots with the exact same typing.
Try to think of it yourself, it really isn't hard.
Arcanine? Not bulky enough to resist some of the things Char Y can dish out, and additionally lacks things like Stealth Rock.
Chandelure? Too slow in this meta, on top of 60 HP, what do you expect it to tank?
Houndoom? Maybe mega form, but at the same time, why waste your mega slot on Mega-Houndoom when superior options exist?
The only Pokemon that would maybe even have a shot of doing what Heatran once did is Ninetails, and even then it lacks the resistances and bulk that Heatran had.
