Have a Pokemon that only knows frustrate, and be mean as fuck to it. Happiness doesn't transfer over via transform so just hope that ditto jumps in on it.

Also Ditto only has 5 pp in each move. If it's scarfed, that means you can stall it 5 turns and it'll be useless.

Ditto itself doesn't have a hard counter, considering it can be any pokemon imaginable.
The counter to it just depends on whatever it switched in as.
When used correctly, it's a phenomenal pokemon.
There are a few things it won't copy though, like a mon behind a sub, or Zoroark behind Illusion.
