Well actually it is all they do. They write the analyses on Pokemon but they don't determine the tier, only record and react to the usage stats. They only really vote and suspect test a Pokemon if they feel it is overcentralizing the metagame. It's a new gen, they haven't finished banning and testing everything yet. I honestly don't know if you people complain every new gen, or if you just react to the news and don't even play on Showdown anyway.

It's OU because it has the usage stats to be OU. It'll also go further up once mega Luke is banned.

Tiers are not decided just by judging how something looks on paper.

Also, Mawile is bulkier than Rotom-W (only marginally less bulky specially, bulkier physically) and speed doesn't matter when you have priority.

It's usage stats are OU. I think it would have dropped by now. It's a wallbreaker like Charizard Y and sometimes a late game sweeper (aka you sweep when all the things that can revenge kill it are fainted), it's also a good abuser of Sub + pain split. What people on /vp/ always forget is that to counter a Pokemon you actually have to switch into one of their attacks. There are quite a few that can take out Mawile, but less can actually switch into a hit (especially a boosted hit) and then KO.
