Lore reasons. There's only 1 Reshiram and Zekrom, so why would there be shinies? Same thing applies to Victini and I think Mewtwo in HGSS, but I could be wrong on Mewtwo.

Mewtwo is possible in HG/SS but I don't think he can be shiny in X and Y.
