Websites have no say, it's completely up to your ISP. I really don't expect much change, if any. The whole reasoning for striking down Net Neutrality was that you can switch ISP's if you don't like your service, but the only way for an ISP to stay competitive would be to offer all domains. The price will probably go up, but that's life in America these days.
