In Generation 2, mechanical fixes left Dragonite in the dust, while also failing to give it any usable STABs seeing as Outrage was a Special attack. Kingdra debuted as nothing special.
The third generation was the first one to make Dragons worth using. Lati@s and Rayquaza being Uber wasn't too surprising, because the former were Psychic-types with 600 BSTs that weren't also Grass-types, and the latter was Rayquaza. It also gave us Dragon Dance (which only boosted a Dragon's Physical coverage and not its STABs) and Dragon Claw (which was the first and only Dragon STAB worth using at the time)... not that anything outside of ubers actually used such a thing at the time.
Generation 4 is the first generation that made Dragon-types into a legitimate threat. Looking back, I for one feel that this was less due to the type itself and more due to the Physical/Special split dramatically favoring those on the Physical side of the spectrum. Seriously, Physical power drives the game right now, and has done so ever since the split.
