Obviously not.
If they were to release it region by region they would ether start with Japan and then go to New Zealand and Australia or start with New Zealand and Australia because all the time zones would roll into each other. Or at least that's how it should be done.

Releasing it by time zone is logical and easy. Plus there's no good reason to do it by biggest markets if they're only going to be waiting about 12 extra hours.
