Pokemon is a game with over 700 game pieces that can chose from over 600 techniques, in addition to various stat distributions, items, abilities, and, (of course) elemental properties. It is almost impossible to properly balance all of these elements, so some game pieces will be much more useful than others. Should those pieces be weakened or even removed, another piece will inevitably take its place among the overpowered.

Few of the 22 extant Ghost types even have the proper stats to play a defensive role, and few of those have any way to recover lost HP. And Psychic a shit anyway, especially since U-turn spam became a thing.
