Hey /vp/, I'm trying to work around this Pokemon's flaws and make it somewhat useable. I actually find the design of it quite appealing and would love to use it, albeit in the lower tiers.
Unfortunately, nothing can be done about its dreadful typing that makes it very difficult to use with 4x weaknesses around every corner. It's also very slow, has no access to priority, and also has no way to boost its average special attack.
However, it does get access to Rock Polish, which could make up for its low speed if a setup opportunity arises such as a Choiced Pokemon locked into one of its few resists.

One set I would like to try:

EVs: 4HP/252SpAtk/252Spe
Ability: Snow Warning
Item: Petaya Berry / Life Orb
- Rock Polish
- Blizzard / Ice Beam / Freeze-Dry
- Power Gem
- Thunderbolt

I skipped the Refrigerate ability as it doesn't get much to abuse it with.
Rock Polish is used for boosting its pitiful speed when the chance arises.
Blizzard and Snow Warning go nicely together, especially with most of the opposing weather inducers out in the high tiers.
Power Gem is sadly as good as it gets for its secondary STAB. The potential stat boosts are nice, though unlikely.
Thunderbolt is the best it gets for coverage if it doesn't want to get completely walled by steel types. However, with a 4x weakness to steel, it really doesn't want to be staying in against them.
