The common characteristics of a pseudo-legendary are a three-stage evolutionary line, reaching level 100 at 1,250,000 Exp., and a BST of 600. Prior to gen 3, they also had a double weakness in common. Prior to gen 4, they all came at the end of the Pokédex, near the legendaries. Prior to gen 5, they all had Attack as their highest stat. Prior to gen 6, they all had a secondary type and a guaranteed type immunity.
So now I ask you: if none of those later changes were ever part of the definition of a pseudo-legendary, then why do you think being Normal-type is part of the definition of a regional bird? You've already wrongfully decided that something doesn't fit your precious pattern, despite no official source ever defining that pattern in the first place. It's completely arbitrary and makes no fucking sense.
