Well, you know the answer. You need more Pokemon.

First, ditch the legendary, you fucking pleb.

Find a way to evolve that Haunter.

Grab one of the Snorlax that blocks the routes.

Get the Eevee from behind Cerulean Mansion and evolve it into Jolteon.

Dodrio is a surprisingly strong flying type.

Catch a Growlithe, evolve into Arcanine.

There, a team that should kick ass.

Are you using an emulator? I think there was a way to evolve it with VBA, but I can't remember.

Is this a serious question? put the pokeyman you wanna level up first on your party, go out there and start killing a bunch of things. If your mon is a shit, then put him/her an Exp Share and kill things with your strong pokemon.

Yes, that's grinding, and that's what all pokemon players have to do at some point. You will have to do it this late because you only used your pretty Blastoise through all the game instead of catching more buddies (five more, at least) and fighting every trainer with them (in pretty much every pokemon game, if you do this you'll have enough level in your party at the league).
