I mean, Johto introduced a few good Pokemon, but the majority of Johtomons were just... round, for lack of a better term. Sentret stands out in my mind, as does Teddiursa and nearly every single baby Pokemon. So many things just looked like generic shapes that were stacked and pasted onto each other, totally devoid of any actual character or aesthetic depth.
Seriously, just take a long, hard look at some of those Gentoo designs and you'll see what I mean. There's a difference between "minimalist" or "simple", like Voltorb and Diglett (both of which are actually justified, given their inspirations) and "under-designed".
