Of course not. Shadow Claw wont hit anything.
The best IVs to max out would be everything but SpA, of course. Oh wait, did you perhaps mean EVs? Because they're a totally different thing.
So, you want to Swords Dance to boost your attack, and you want to double your speed with Sand Rush. What are the best EVs to max out?
Clearly not special attack and defense, you wanna hit as hard as possible and not getting outsped. So you max out Attack and Speed and pour the remaining 4 EVs into whatever the fuck you want.
It's not that hard, just do a little thinkign and even you will be able to make sets for your pokemon.
