Because Jolteon is pretty much the only pokemon other than his Panderzard that Red used.
Besides, the minimum level for a Jolteon in gen 1 was 25.
If you're going to be a faggot at least run it with a level 100 Rhyhorn and a level 25 Jolteon. I'll bet it wouldn't OHKO even then.

Actually, it does. If Rhyhorn is +SpA natured with 31 SpA IVs and Jolteon is -SpDef nature with 0 SpDef IVs, it gets OHKO'd by a level 100 Rhyhorn's Thunder at 36.

Depending on your luck, most people go through anywhere from a box to three boxes of eggs before they get the right pokemon.
If each box is 30 Spiritomb, and each Spiritomb is 108 people dead, then each box is 3240 people dead, and assuming everyone goes through an average of a box and a half of eggs before getting a useable baby, that means every competitive Spiritomb is 4860 people. All killed so you can use a shitty RU wall.
That's why the games have such barren worlds.
