I ran this little guy with Spore
Giga Drain
Synthesis
Sludge Bomb

EVs were different depending on my team at the time, with Black Sludge. I heard he is pretty good with Assualt Vest but what EVs and Move set would be most recomended?

Giga Drain
Sludge Bomb

Use it to dispense 100% accurate powerful status, and threaten with super efficiency. Sludge bomb can be replaced with HP fire or something, your choice.
