I'd expect it to be at least a week anyway. Not because they like screwing over non-Japanese players or anything, but because they should probably make sure that it works properly before releasing it to the world. Starting in a comparatively smaller market and seeing if the servers can handle the traffic isn't discrimination, it's just a smart thing to do.
