A simple solution is to ban
leppa + [recycle/harvest] + [heal pulse/pain split/grassy terrain/fling] or [shadow tag/arena trap + protect/detect]
That would get 99% of endless battles while still allowing sets that use recycle leppa or harvest leppa to work.
