OK, here's Mewtwo's Pizzas meets Ragont the Grump.
Hawkeyeone was a member of an SMBX forum- many of the moderators there believed Hawkeyeone was trying to force Mewtwo's Pizzas as a meme, and so Ragont, the one who posted about MP being a forced meme the most, was put in this comic.
However, Hawkeyeone stopped posting new Mewtwo's Pizzas comics shortly after this comic was released, and he isn't on the forum anymore- as so, it's kind of a dead joke.
