I think a good way to have the Normal Eeveelution would be to level up Eevee with an eviolite. Makes sense to me.

Fantastic.
Personally I'd prefer dragon Eeveelution to be based on Asian dragons (or Foo dogs) than scaly europeon dragon

Let's make it more gimmicky.
It's an ability, and the pokemon mimicked depends on the specific opposing pokemon.
For example, it will mimic different pokemon when facing Altaria and Dragonite, even though they have the same type.

I like to think that it's psychic type and adds a new type depending on it's form. Arbok form is psychic/poison for example. And Pikachu is psychic/electric.
Something like Rotom, I guess.

That's the whole point. What I'm saying is that it could take a different form depending on the species of the pokemon it's facing. Not the type, the species.
For example it would make sense that, when facing a Raticate, it would mimic an Arbok, even though it doesn't get any type advantage from it. But it does, because it makes sense that one would do that in the wild.
