Is there any difference in terms of what EV spreads you should run when going from lvl 100 to lvl 50?

Like if a Poke was just 252atk/spd 4hp or mixed sets like 200atk 252spd 50sp.atk 4hp. Is there no difference in effectiveness when going to a lower level?
