Nobody used Xatu before it got Magic Bounce.
They were both two of the worst, unsalvagably bad Psychic types in the entire game.They had no redeeming qualities prior to Gen 5. Both were at the bottom of NU.
Then all of the sudden, the two got Magic Bounce, and actually started getting used. Out of the two, Espeon is better than Xatu, so people used Espeon. It's like saying people should be using Masquerain as a Quiver Dancer because Volcarona is good. Masquerain is shit so people use Volcarona instead, the same applies to Espeon and Xatu.
Both are hopeless Psychic types with an amazing ability. Espeon, out of the two, is slightly LESS hopeless so it got used. Magic Bounce is the only thing that makes it good.
