Well there are certain salamanders that, in their lifespan either choose to stay in the water or go on land and the way their metamorphosis goes depends on their "decision" (not personal choice, of course, it's probably based on environmental factors). I'm pretty sure the Poli line is that, but like "what if frogs did that". So it just gets bigger, but there's still a concept behind it. The argument of Pokémon being badly designed when they "just get bigger" lies in the presumption that there's no purpose behind the evolution if they do that.

So yes, Poliwrath does "just get bigger" but there's justification for it, so it doesn't prove anything about the Pokémon.

I think this, Dugtrio and Magneton are pretty inexcusable. Imagine if they were introduced this gen, they would be widely hated. Dugtrio is literally 3 Digletts, and Magneton is literally 3 Magnemites, there are no differences.

All Pokémon can survive outside of water. Sometimes in the anime fish Pokémon flop around for comic effect, but in battle everyone's always fighting-ready no matter the environment.

Yes Poliwrath is a bigger version of Poliwhirl, but "just gets bigger" doesn't apply to it because Poliwhirl is fairly different to Poliwag.
