I feel like if a pokemon is capable of something, they should be able to do it without wasting a move slot, so long as you have the proper badge.

That way you are still using your pokemon without shitty HM moves.

The only downside is you have to have a capable pokemon with you. You won't be crossing any waters without a pokemon capable of swimming.

Fast travel could also be given to more than just fliers. Psycics can teleport you, four legged/speedy pokemon can carry you on their backs, you can dig, ect.

Like really, can my Kingler literally not wrap it's head around the idea of snipping one tiny tree? Will it's claw break if it attempts to do so without the HM?

Just use regular items like originally intended. An axe to cut trees, a surfboard to surf, even a jetpack to fly because why not. No need to waste move slots or constantly switch mons from the pc, obstacles can remain ingame until you receive the tool to overcome them, and you can register them to the select shortcut for quicker access.

Well, have you never think about the fact that Bellosom cannot emit any kind of sweet smell, after it forgot the move Sweet Scent? It does not know how to do so, even though it may have used it its whole life. That is the same with the HMs.
