Why do they shiny lock any pokemon anyway?

Every pokemon gets a shiny color, but some are impossible to get? Why make shiny colors for those ones at all?

Because if someone used an action replay or something similar to make a shiny one appear, the game would crash if the target pokemon had no shiny sprite. So they have to make one anyway.
