Suggest buffs to bump a low-tier Pokémon up a few tiers.

I'll start with the Pokémon that probably needs buffs the most, the series mascot Pikachu.
>Fairy secondary typing
>Light Ball now doubles Speed and defenses

Not sure where it'd end up after this buff, but I don't think it'd be absolutely broken.
