Perma-Drizzle + Hurricane gave it a strong STAB to make it a threat, but wasn't why it was banned.
It's Regenerator + its entire moveset. Fastest non-Prankster Taunt against all setup mons, Hurricane against things in KO range or things that can't KO you back (and proc for that 30% confuse), Superpower things that try to resist Hurricane, fast Uturn for perma-tempo advantage and procs Regenerator.
Even with Stealth Rocks on the field, it would still always heal more than it took by simply switching/Uturn.
Basically, every other mon, you can wear down through smart play and switches or preventing proper setup. You couldn't do that to Tornadus-T, who blocked all setup with Taunt, had wallbreaker high base power moves with great coverage, and effecitively never died unless you could KO it in one hit.
