90% of water types carry scald, while very few ice types freeze dry. scald is the go-to move for water anyway, AND has a retarded good secondary effect.

it's doesn't need to be SE. neutral at most.

Is there any way to make Hail viable in Doubles? I've been thinking about using:

I'm trying to figure out what would pair well with it. I definitely want Walrein and probably Heatran when Bank comes out. Anyone running a Hail team? I don't know very much about doubles.

I personally like regular abomasnow better. With some investment, it outspeeds slow shit, it can run a focus sash to cover up for the weaknesses, and you can use another mega (particularly Mega Blaziken, who removes most of the counters to hail).

Walrein is shit. Use strong pokes, like Kyurem-B.
