Fun fact. There are more Water types that can learn thunderbolt than fire types. Starmie, Lapras, Gyarados, hell even fucking Bibarel can learn it.

For fire, only Ho-oh and Victini can learn thunderbolt through TM/Move Tutor. GF doesn't want fire types to have an answer to their most common weakness, despite the fact that Water can always have Ice Beam to answer Grass.

More likely than not it's a mistake, because TM 51 was Ally Switch in Gen V, which fits more on Beeheeyem. They just forgot to get rid of that TM compatibility when Gen VI happened and it got changed to steel wing.

Doesn't the user faint, and therefore there's no target to hit with sketch, and so it fails?
