They're rules designed specifically for balancing or decentralizing the meta. And apparently they work since every Smogon format has more viable Pokemon and less overused Pokemon than any comparable Nintendo format.

There are the official statistics for every format on Showdown right there. Go take a look at usage statistics for OU vs BattleSpot Singles, or Smogon Doubles vs VGC. Smogon formats always have a lower usage of the top 5-10 mons, along with more viable Pokemon above 3.4% usage.

Just because you're retarded and don't know shit about competitive doesn't mean Smogon isn't doing its job.
