Because Aura abilities act like psychic powers, however they're distinct powers. Funny enough, Ash has Aura abilities too

But then he would have to have one distinct new ability at all times just to have access to anything other than Play Rough.

Exactly. So why would they bother with giving a shit about a retype in the first place, let alone one that calls for replacement of a primary type because 'Fairy is soooooo OP to the max XD everything has to be fairy to git gud XD'.
