Not really the opposite of real life evolution. That'd just be silly because it would imply that all ancestors of modern day organisms were huge and scary creatures in the first place.

Pokemon evolution is really more like metamorphosis. Pokemon originated from love of bug collecting and beetle fighting after all.

And they evolved from smaller shit. Megafauna didn't just happen all of a sudden. Evolution has no set direction. Large animals might get smaller, small animals might get larger. The fact that you think that there's a constant pattern is inconceivable.
