>Nature 0 Speed Excadrill: 162 SpeedUnder Trick Room, it outspeeds neutral uninvested base 64 mons and up, speed ties with base 63, and loses to anything below that.
Without Trick Room, it speed ties to neutral uninvested base 63 mons and loses to base 64 mons and up.
A Sand Rush Excadrill on your sand team outspeeds all mons in the game it could ever warrant facing up to a +1/2 boost.
Trick Room Excadrill fails to outspeed (assuming uninvested speed mons, assuming Trick Room is up):
Aegislash, Tyranitar, Clefable, Empoleon, Jellicent, Magnezone, Pory2, Sylveon, Swampert, Weezing, Trevenant, Blissey, Huge Gorgeist, Azumarill, Donphan, Huge Gorgeist, the Regis, Tangrowth, Hippdown, Conkledurr, Dragalge, Rhyperior, Gastrodon, Bronzong, Amoongus, Cofagrigus, Slowbro, Avalugg, Ferrothorn.
Trick Room Excadrill fails to outspeed (assuming no Trick Room) which regular (assuming Mold Breaker, assuming max Speed) Excadrill can outspeed:
Scizor, Vaporeon, Umbreon, Skarmory, Metagross, Cloyster, Breloom, Tyrantrum, Smeargle, Heatran, Diggersby, M-Venu, Togekiss, Mandibuzz, Mamoswine, Goodra, Dragonite, Chandelure, Milotic Gyarados, Kingdra, Heracross, Rotom-appliances.
Best case scenarios for Trick Room Excadrill, beating out what normal Excadrill can't (but Sand Rush Excadrill can)(assuming max Speed for mons):
Deoxys-D, Roserade, PoryZ, Lucario, LandorusI/T, M/Garchomp, Zygarde, Kyurem-B, Gliscor, Haxorus, Gourgeist-Small, Genesect, M-Gardevoir, M-Charizard, the base 100s, M-Pinsir, Musketeer quartet, Lati@s, M/Gengar, Scolipede, M-Absol, Starmie, Hawlucha, TornadusI/T, ThundurusI/T, M/Alakazam, Greninja, Noivern, Crobat, Jolteon, M/Aerodactyl, Deoxys-Speed.
I get that since you seem set on using both Sand+TR, that Excadrill fills in a great niche for your specific team, but let's not go around saying slapping -nature 0IVs are a good recommendation on viability when its more than that alone.
