Do distributed Pokemon have set IVs?

Is it possible to have a HGSS Distro Mew with perfect stats? I need to know because _________________________Pokegen.

Very few have set IVs.
That's why people usually SR them for IVs and nature.

OP here. I should have been more clear.

I have a FALL2010 Mew on SoulSilver. Did those have set stats, does anyone know? I want to alter it to have perfect IVs.

Nope. Best part is, IVs are generated independently of PIDs, so you don't have to worry about that like you would with hatched or caught Pokemon in gen IV.
