Pokemon with lopsided stats work because each stat is simple enough to not make the mechanics too difficult to understand. Atk/Spa = more damage. Def/SDef = less damage taken. HP = can take more hits. Speed = higher goes first.
Having accuracy tied to stats works in something like Fire Emblem where there are two stats that tie into the mechanic. Skill x 2 = accuracy, and skill / 2 = crit rating. The second stat is a weapon's base hit %. Some classes like Swordmasters excel in skill which feeds into their crit, and that balanced their low defenses. Other classes like Warriors generally lack skill but have massive strength, so fast enemies are hard to hit, but when they do it hits hard.
What I'm trying to say is that different games can tie accuracy into the Str/Def/HP/Spe paradigm if they're designed to affect gameplay. Pokemon already has this stat tied to the moves themselves, and most have 100% hit chance. Even if Stone Miss sucks dick and should not be as inaccurate as it is, adding another stat to think about when judging a Pokemon sounds terrible.
