I think making a list like this is just hard, because there's a lot of completely forgettable and pointless Pokemon. It's hard to choose which are most pointless.

Arceus I can actually sort of understand. Not that having a literal god of everything Pokemon is bad, but because Azure Flute was never released and it's impossible to get a completely legitimate Arceus.

Oh shit, I didn't even know. I kind of skipped over gen 5.

Still, they designed a Pokemon, had a way to release it (Azure Flute events) but just said "eh fuck it" and only made it available a gen later, and only after people voted for it.
