However, there's a difference between RELIABLE and being best for your team. So if you're running a spinner, more than likely your team is weak to rock. Unfortunately, Excadrill is weak to ground and Air Balloon is not very reliable. This makes 2 out of 6 of your pokes weak to QuakeEdge and Land-T shat all over Excadrill. It might be RELIABLE to gett of a spin, but in the long run it is not a very good pokes to have. Moreover, Trevenant and Gourgeist can easily spinblock (not as rare as you might think).
I personally runs Starmie as a spinner, Analytic Hydro Pump severely dents Aegislash, Ice Beam for Trevenant, and Psyshock for Gengar/MVenusaur/Rotom-W. Yes it is not as reliable rapid spinner as most of the time you're better off smacking your enemy, but it works in my team because I also have a Defogger for much more reliable hazard control.
So in all, it depends on your team
