It's pretty much a tie between Xerneas and Kyogre. Both are absurdly powerful, the only difference is they have different checks and counters.

Mewtwo is a close third.

That is not a fair comparison. They tiered Mewtwo and its megas as a whole. Arceus tiering is divided up by 18 different typing. If they were to tier Arceus as a whole, it would most certainly be in S.

I'm not sure if standard Yveltal is stronger, but it's capable of the strongest priority in the game. A life orb boost (Dark Aura), STAB, Sucker Punch which has the same BP as E-speed, already initially higher attack than Arcues. If equipped with a band it's damage output confirms it to be the strongest priority attack in the game.

That's not the point, Yveltal's sucker punch is a lot stronger.

252 Atk Life Orb Dark Aura Yveltal Sucker Punch vs. 252 HP / 0 Def Abomasnow: 290-343 (75.5 - 89.3%)
252 Atk Life Orb Arceus Extreme Speed vs. 252 HP / 0 Def Abomasnow: 204-242 (53.1 - 63%)

But you are right that, after a swords dance, ESpeed is stronger. Yveltal only has Hone Claws iirc.

This isn't a 1 on 1 contest, otherwise we'd be ranking Shedinja above Kyogre.

Yveltal has an extremely strong priority move, great bulk, great recovery, and while its movepool isn't huge, it lets Yveltal play a variety of roles well. I just wish it learned Nasty Plot and Swords Dance.
