breeding/legality/poke transfer question.

i want a PROTEAN kecleon with
-fake out
-drain punch
-power-up punch
-shadow sneak

however according to serebii, drain punch is b2/w2 move tutor only. how is it possible to get one that's protean? and if it's not possible, why does showdown allow it?
